New Electric Rates Now in Effect

July 1 saw the introduction of new electric rate structure following last summer decision by the California Public Utilities Commission.

Approval was given to a change in ow electric rates are calculated, which is being phased in through 2020.

Electric rates will be consolidated from three tiers into two tiers, and the difference between them will be reduced. Ultimately there will be a 25% difference between the Tier 1 baseline rate and Tier 2. Baseline allowances will be adjusted with a reduction to meet state requirements. The discount for the California Alternate Rates for Energy (CARE) program is transitioning from 41% in 2016 to 35% by 2020.

In 2017, the Super User Electric surcharge will come in to effect and is intended to discourage excessive energy use. It will only apply to customers who use more than 400% of their baseline allowance - meaning double the average customer's use in their climate zone.


The changes could see a significant increase in the utility charges for residents of Borrego Springs and surrounding areas.
