Electricity bills will be rising for San Diego Gas and Electric and Southern California Edison customers under reforms approved by the California Public Utilities Commission on Friday. The commission adopted two price tiers for residential customers. A 25 percent price increase is expected for households who use up a basic allotment of electricity, while current prices will more than double for heavier users. The bills of low-income users will also increase as the commissions also decided to reduce CARE subsidies.
