Leucophyllum is an evergreen shrub that is native to the southwestern U.S. and Mexico. It does well in sandy soil and requires a minimum of water. It can easily be shaped into hedges and has flowers over its entire surface.

Arizona Rosewood

Master Gardener, Ken O'Key, says Arizona Rosewood is another good choice. Arizona Rosewood is a Drought tolerant shrub with white blossoms in early Spring and is also native to the southwestern U.S. Both of these choices are non-poisonous, use less water and require lower maintenance as compared to oleanders.
